The Administrative System of the University
Article 1: Al Jinan University is managed by a Board of Trustees, the Board of the University, and the Chancellor whose authorities are outlined in the following articles:
The Board of Trustees Article 2: The Board of Trustees is the highest administrative authority in the University consisting of: - The President of Al Jinan Association as president - The Chancellor as vice-president - Four members from the Al Jinan Association elected by its administration for two-year terms - Three members elected by the President of the board every year from among the deans of the faculties - Advisory members elected by the Al Jinan Association from distinguished persons who support the University as honorary members Article 3: The Board elects one of its members to carry out the duties of the secretary and the Board shall meet every two months upon the request of the President, or whenever the need to do so arises, or upon a written justified request of a third of the members. Article 4: The meetings of the Board shall be legitimate with the attendance of at least two thirds of its members and decisions shall be made according to the vote of the majority. Article 5: The Board of Trustees shall assume the following duties and have the authority to: 1) Specify the general direction of the University 2) Pass and modify the rules of procedure for the University 3) Pass and modify the financial regulations of the University 4) Propose, establish, cancel, or combine new faculties and establish departments for these faculties where necessary after consulting with the Board of the University or upon the request of the Board 5) Endorse the budget of the University, the final account statement, and the financial reports 6) Accept donations, gifts, and grants 7) Manage the properties of the University, supervise the actions of the Board of the University, and endorse the contracts and deals executed by the University 8) Determine the Institution's legal proceedings and defend them 9) Appoint the Chancellor, the Deans of Faculties, and the Director 10) Endorse the plans for development with regard to buildings and equipment Article 6: The Chancellor or the Deans of Faculties shall not use their authority when discussing or endorsing the appointment of the Chancellor or the Deans in the case where the matter concerns any of them.
The Board of the University Article 7: The Board of the University consists of: - The Chancellor as President - The Deans of the Faculties - A representative from the lecturers from every faculty, elected at the beginning of the academic year - The Board shall elect one of its members to assume the duties of the secretary Article 8: The Chancellor calls the Board for a meeting once a month and the Board shall meet whenever the need to do so arises upon the request of the Chancellor, upon a written justified request of a third of the members, or upon the request of the Board of Trustees. The meetings of the Board shall be legitimate with the attendance of at least two thirds of its members and decisions shall be made according to the vote of the majority. Article 9: The Board of the University shall assume the following duties and have the authority to: 1) Set out the general plan for education and research at the University including its need for teaching staff 2) Determine the regulations for admission of students, student numbers in faculties, and admission and course fees 3) Prepare curricula and exam regulations 4) Organize educational cooperation plans with other universities, institutions, and organizations 5) Propose changes to the rules of procedure and the financial system of the University 6) Approve the rules of procedure for faculties 7) Set out the plan for the budget of the University 8) Propose plans for the development of the University: faculties, buildings, equipment… 9) Propose the schedule of salaries, awards, wages and other expenses 10) Follow up all matters of academic nature Article 10: The Board of the University determines the salaries of the full-time teaching staff and the hourly rates of part-time teaching staff at the beginning of every academic year and these salaries and rates shall be indexed annually according to the increase in the cost of living reported by the relevant official authorities. Members of the academic teaching staff shall be awarded upon their dismissal from service a gratuity equivalent to one month pay for every year of service and 1/12 of the hourly rate of actual teaching hours for part-time teachers. The teaching staff will remain in contact with the University during the two months of the summer holiday to carry out duties set out by the administration of the University.
The Chancellor Article 11: The Chancellor shall be appointed prior to a decision made by the Board of Trustees for a period of three years renewable provided the Chancellor has practiced teaching at the tertiary level for a minimum period of ten years. The Chancellor may authorize the most experienced or the oldest dean to carry out some of the Chancellor’s duties for a specified period of time. The Chancellor shall assume the following duties and have the authority to: 1) Manage the scientific and educational affairs of the University as well as student affairs and supervise administrative and financial affairs 2) Represent the University to all government and private officials, departments, and institutions 3) Prepare the activities of the Board of the University, preside over its meetings and execute its decisions 4) Make contracts with the academic teaching staff and other employees at the University according to the set regulations 5) Suspend studies fully or partly at the University when necessary, provided the matter is presented to the Board of Trustees within three days 6) Submit a detailed report to the Board of Trustees at the end of every semester outlining the actions of the Board of the University and the scientific, administrative, and financial affairs of the University
The Deans Article 12: A dean may be appointed upon a decision of the Board of Trustees for one year renewable. A dean carries out the educational, administrative, and financial affairs of the faculty assisted by a board for that faculty according to the regulations of the University. A dean maintains order and the well functioning of that faculty. A dean shall submit to the Chancellor a detailed report at the end of the academic year outlining the activities of the faculty. In the case of the absence of a dean, the Chancellor appoints someone who would best carry out the duties of that dean.
The Administrative System The administrative body of the University consists of a secretary-general headed by a director who personally supervises the financial sector and directs: 1. The secretary of the President 2. The secretary of the University who deals with: a. The secretariat of the University b. The provision of statistics, enquiries, and publications c. The provision of relationships between the University and other universities d. The provision of affairs of educational and tertiary exchange e. The provision of tertiary ceremonies and celebrations at the University f. The provision of conferences g. The provision of the student guide h. The supervision of the central library i. The supervision of the general administration j. All activities of the secretariat requested by the Chancellor 3. The common administration which deals with: a. The provision of relations among the Chancellor, the faculties, and the departments b. The provision of the correspondence of the University and the affairs of employees c. The distributing of circulations and administrative decisions d. The securing of documents and publications of the faculties of the University e. The securing of the files of the employees of the University f. The provision of supplies, the keeping of registers and courses in all faculties g. The provision of common purchased goods h. The carrying out of office activities in general and all activities assigned by the Chancellor
The Social Grants 1. The academic teaching staff shall benefit from a collective compulsory insurance scheme organized by the University to cover medical care, hospitalization, accidents, etc. for the staff and members of their families. 2. The students who do not benefit from the grants of the National Fund of Social Insurance or the Cooperative Society for Government Employees, shall benefit from a collective compulsory insurance scheme organized by the University to cover medical care, hospitalization, and accidents.
